The Mekong Basin is home to some 70 million people, for whom this great river is a source of livelihoods, the basis for their ecosystems and a foundation of their economies. But the Mekong is also currently undergoing enormous social, economic, and ecological change of which hydropower development is a significant driver. This book provides a basin-wide analysis of political, socio-economic and environmental perspectives of hydropower development in the Mekong Basin. It includes chapters from China, Thailand, Laos, Cambodia and Vietnam. Written by regional experts from some of the region's leading research institutions, the book provides an holistic analysis of the shifting socio-political contexts within which hydropower is framed, legitimised and executed. Drawing heavily on political ecologies and political economics to examine the economic, social, political and ecological drivers of hydropower, the book's basin wide approach illuminates how hydropower development, and its benefits and impacts, are linked multilaterally across the basin. The research in the book is derived from empirical research conducted from 2012-2013 as part of the CGIAR Challenge Program on Water and Food's Mekong programme.

"This book presents a historically situated explanation of the rise of global water governance and the contemporary challenges that global water governance seeks to address. It is particularly concerned with connecting what are often technical issues in water management with the social and political structures that affect how technical and scientific advice affects decisions. Resilience has recently emerged as a conceptual and operational buzzword spanning every facet of the international development agenda. The rise of resilience provides renewed opportunities for geographers to critically engage with the policy sphere and shape ongoing discourse over the nature of resilience programming. Yet, while aspects of the political economy of resilience have long been acknowledged in both academic and practitioner literatures, scholarly inputs have had limited influence in addressing issues of power and scale as applied directly to resilience programming. In this commentary, we argue that enhanced uptake of geographic enquiry is contingent on geographers being more proactive in engaging with resilience practitioners. One way of doing so is to tailor scholarly inputs to three critical elements of the programmatic cycle, namely how resilience-building activities are funded, delivered, and evaluated. Using these three facets, we highlight key practical and ethical considerations worthy of further geographic enquiry – focusing on issues of power and scale as concepts at the heart of geography.

This article reviews and contrasts two approaches that water security researchers employ to advance understanding of the complexity of water-society policy challenges. A prevailing reductionist approach seeks to represent uncertainty through calculable risk, links national GDP tightly to hydro-climatological causes, and underplays diversity and politics in society. When adopted uncritically, this approach limits policy-makers to interventions that may reproduce inequalities, and that are too rigid to deal with future changes in society and climate. A second, more integrative, approach is found to address a range of uncertainties, explicitly recognise diversity in society and the environment, incorporate water resources that are less-easily controlled, and consider adaptive approaches to move beyond conventional supply-side prescriptions. The resultant policy recommendations are diverse, inclusive, and more likely to reach the marginalised in society, though they often encounter policy-uptake obstacles. The article concludes by defining a route towards more effective water security research and policy, which stresses analysis that matches the state of knowledge possessed, an expanded research agenda, and explicitly addresses inequities.

The planetary boundaries framework defines the "safe operating space for humanity" represented by nine global processes that can destabilize the Earth System if perturbed. The water planetary boundary attempts to provide a global limit to anthropogenic water cycle modifications, but it has been challenging to translate and apply it to the regional and local scales at which water problems and management typically occur. We develop a cross‐scale approach by which the water planetary boundary could guide sustainable water management and governance at subglobal contexts defined by physical features (e.g., watershed or aquifer), political borders (e.g., city, nation, or group of nations), or commercial entities (e.g., corporation, trade group, or financial institution). The application of the water planetary boundary at these subglobal contexts occurs via two approaches: (i) calculating fair shares, in which local water cycle modifications are compared to that context's allocation of the global safe operating space, taking into account biophysical, socioeconomic, and ethical considerations; and (ii) defining a local safe operating space, in which interactions between water stores and Earth System components are used to define local boundaries required for sustaining the local water system in stable conditions, which we demonstrate with a case study of the Cienaga Grande de Santa Marta wetlands in Colombia. By harmonizing these two approaches, the water planetary boundary can ensure that water cycle modifications remain within both local and global boundaries and complement existing water management and governance approaches.

This calls for responses that are coordinated and scaled appropriately. Learning from water–energy–food nexus could support much-needed building of links between the separate SDGs. The concept has highlighted how risks manifest when blinkered development and management of water, food and energy reduce resource security across sectors and far-reaching scales. However, three under-studied dimensions of these risks must be better considered in order to identify leverage points for sustainable development: first, externalities and shared risks across multiple scales; second, innovative government mechanisms for shared risks; and third, negotiating the balance between silos, politics and power in addressing shared risks.
